Counseling involves a personal risk assessment, development of a personalized action plan and the decision to seek an HIV test. Individuals who have a history of injection drug use, sex with a person with HIV/AIDS, sex with a man who has sex with other men, sex with an injection drug user, a sexually transmitted disease, or exchanging money or drugs for sex are considered to be at high or increased risk and are targets for prevention counseling.

    Programs that attempt to reduce the incidence of bullying, a form of violence among children, on school playgrounds, in neighborhoods and in homes, through a variety of interventions which may include use of an anonymous questionnaire to assess the nature and prevalence of the problem, development and announcement of an intervention program, open discussions of bullying at school and in other venues, increased supervision of children in areas that are "hotspots" for bullying, arrangements for reporting bullying incidents, immediate intervention when bullying incidents occur, development of protective strategies for targets, formation of support groups for victims of bullies, discussions with parents of involved students, and engagement of community members in support of the program. Most bullying prevention programs are school based and target students in elementary, middle and junior high schools. Bullying can be physical, verbal, or psychological; and involves intentional, repeated hurtful acts, words and other behavior such as name-calling, threatening or shunning committed by one or more children against another child.

Included are school-based dropout prevention and academic intervention programs which lead to improved performance in the areas of academic achievement, attendance, and discipline; and community based programs, often staffed by representatives from a variety of organizations including the school, the police, the probation department, family counseling agencies and delinquency diversion agencies, which monitor and/or investigate a young person's school attendance and jointly develop and implement interventions which encourage the young person to remain in school or to return to school if already a dropout.

Included are programs that inspect the homes of individual citizens and give them a report which recommends ways to protect their property as well as those that deal with fire safety in a more general way.

The program offers a guided process during which groups of concerned others express their feelings about the effects of the problem on their own lives; develop the strength and objectivity to confront the one they love; plan and rehearse an intervention strategy where the individual is confronted with his or her behavior and the consequences of refusing to seek treatment; confirm a treatment plan including financial arrangements and bed availability; establish a date and time for the intervention; and carry out the intervention with the hope that the person will accept treatment.

    Programs that provide immediate assistance for individuals who are having suicidal feelings with the objective of helping them explore alternatives to self-harm or self-destruction. Included are local, accredited hotlines, countywide and statewide programs, programs offered by local nonprofit organizations and the National Suicide Prevention Lifeline, a network of more than 180 local crisis centers. Suicide prevention workers establish and maintain contact with the individual while identifying and clarifying the focal problem, evaluate the suicidal potential, assess the individual's strengths and resources, and mobilize available resources including paramedic or police intervention and emergency psychiatric care as needed. These programs can also help individuals who are worried about the potentially suicidal behavior of another with the objective of helping them identify warning signs and provide options for seeking further help. Hotline staff are generally available via telephone, email, chat and/or text. The Federal Communications Commission (FCC) has designated 988 as the three digit dialing code that will replace or supplement the existing toll free number for the National Suicide Prevention Lifeline. The deadline for implementation by all voice service providers is set for July 16, 2022.

The goal of many of these programs is to help young people develop the knowledge, autonomy and skills they will need to make the transition to adulthood in good sexual health.
