AN ACT ESTABLISHING A TASK FORCE TO INCREASE EMPLOYMENT OPPORTUNITIES FOR PERSONS WITH DISABILITIES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

1Section 1. (Effective from passage) (a) There is established a task force

2to study how to increase employment opportunities for persons with

3disabilities. The task force shall study and make recommendations

4 concerning matters including, but not limited to, (1) expanding

5existing employment assistance programs for persons with disabilities,

6and (2) establishing financial incentives for businesses to employ more

7persons with disabilities.

8(b) The task force shall consist of the following members:

9(1) Two appointed by the speaker of the House of Representatives,

10one of whom is an employed person with intellectual disabilities and

11one of whom is an employed person with physical disabilities;

12(2) Two appointed by the president pro tempore of the Senate, one

13of whom is an employed person with mental disabilities and one of

14whom is an employer of persons with disabilities;

15 (3) One appointed by the majority leader of the House of

16Representatives;

17(4) One appointed by the majority leader of the Senate;

18 (5) One appointed by the minority leader of the House of

19Representatives;

20(6) One appointed by the minority leader of the Senate;

21 (7) The Commissioner of Developmental Services, or the

22commissioner's designee;

23(8) The Commissioner of Mental Health and Addiction Services, or

24the commissioner's designee;

25(9) The Labor Commissioner or the commissioner's designee;

26(10) The Commissioner of Revenue Services, or the commissioner's

27designee; and

28(11) The Commissioner of Social Services, or the commissioner's

29designee.

30(c) Any member of the task force appointed under subdivision (3),

31(4), (5) or (6) of subsection (b) of this section may be a member of the

32General Assembly.

33(d) All appointments to the task force shall be made not later than

34thirty days after the effective date of this section. Any vacancy shall be

35filled by the appointing authority.

36(e) The speaker of the House of Representatives and the president

37pro tempore of the Senate shall select the chairpersons of the task force

38from among the members of the task force. Such chairpersons shall

39schedule the first meeting of the task force, which shall be held not

40later than sixty days after the effective date of this section.

41(f) The administrative staff of the joint standing committee of the

42General Assembly having cognizance of matters relating to the

43Department of Developmental Services shall serve as administrative

44staff of the task force.

45(g) Not later than February 1, 2020, the task force shall submit a

46report on its findings and recommendations to the joint standing

47committees of the General Assembly having cognizance of matters

48relating to finance, revenue and bonding, human services, labor and

49public health, in accordance with the provisions of section 11-4a of the

50general statutes. The task force shall terminate on the date that it

51submits such report or February 1, 2020, whichever is later.
